Allow shipping parcel locker shipments without a pickup

Currently, it is not possible to change the status for parcel locker shipments without scheduling a carrier pickup. It should be possible to proceed without the pickup, as the majority of customers prefer to deliver such shipments to the parcel locker on their own.
